This is Ganondorf as he appears during the Era of Twilight, as Dark Lord of the Twilight Realm. He was banished there after the Hero of Time warned the royal family of Ganondorf’s insurrection before it ever happened. There, he manipulated Zant into breaking the barrier between Light and Twilight, setting the Demon King free upon Hyrule once again.
